Enterprise Risk Management: Is it actually working?

If ERM is effective, it should drive better decision-making.


If Enterprise Risk Management is working in your Company, it should be driving better decisions.

This is the test that separates effective ERM from documented ERM — and most companies, would struggle to point to a decision at leadership level that was materially shaped by their ERM framework in the past twelve months.

ERM is not a risk register or a report. It’s a management discipline — embedding risk thinking into strategy, resource allocation, and day-to-day decisions.

When ERM is functioning as it should, three things are observable:

Risk appetite is operational, not aspirational. Leaders across the companies can articulate — without consulting a document — what risks they are authorised to take, what requires escalation, and what is outside the company's tolerance entirely.

Risk information travels in both directions. The board receives risk reporting that reflects the ground-level reality of the company's exposures — not a summary of what management has decided the board needs to know. And board-level risk guidance reaches operational teams in a form they can act on.

Emerging risks are identified before they materialize. The ERM function is scanning the horizon — for regulatory changes, market shifts, technology disruptions, and competitive developments — and translating that intelligence into decisions the company can make today.

ERM that does not change decision is risk reporting. And reporting, however detailed, does not reduce exposure.

The companies that build ERM frameworks that work invest in three things: leadership commitment that is visible and consistent, risk capability that extends beyond the risk function, and a culture where raising a risk is welcomed rather than managed.
